S1(2) Identifying information
Identifying information
2 (1) The following may be recorded in an individual's entry in the Register.
(a) a photograph of his head and shoulders;
(b) his fingerprints; and
(c) other biometric information about him.
(2) In this paragraph.
"biometric information", in relation to an individual, means data
about his external characteristics, including, in particular, the
features of an iris or of any other part of the eye; and
"fingerprint", in relation to an individual, means a record (in any form
and produced by any method) of the skin pattern and other
physical characteristics or features of any of his fingers.

Why is the Bill making any distinction between fingerprints and other biometric identifiers ?
The wording of the Bill does not even make it clear what a "fingerprint" is - is it one digit or all ten ? Is a palm print included or not , as with criminal fingerprint legislation ?
The Bill should specify on the face of the Bill, exactly which Biometric Information is to be recorded.
Any future modifications to this fundamental design choice about which technologies are to be used, must be fully debated in Parliament and not simply changed by Order, since there will be huge cost (especially regarding the Reader Infrastructure) and privacy implications.
