The Guardian posted a Q&A; about what duties it will take and where it will take them from. Looks like they're dividing up agencies and forces and taking the specialist sections into one agency, with 'two-way' communication routes. I doubt it'll be two way though. It'll be from the ground up, and it'll *only* come down where the locals are about to tread on the agency's turf.
