the above transport for london link takes you to a page about Cape Medical not TFL.
so how does one get access to a particular page and the data held by a particular organisation..I've fiddled with infocomm site but cannot find a way to look up any particular entry

The Information Commissioner's website was redesigned after this original post.

Use their search form (as shown in the paragraph on the left sidebar about the Office of the Information Commissioner) at:

http://forms.informationcommissioner.gov.uk/search.html

Either the name or the postcode etc. will give a list of similarly named or located organisations
to click on and view their Register of Data Controllers entry.
