City of London "Ring of Plastic" vehicle checkpoint with automatic car number plate recognition camera system, checking up to 100,000 vehicles a day.

Both the number plate of the vehicle is captures, and an image of the occupants.

Does the reported reduction in crime come from the camera system or from the visible police checkpoints ? 

Most UK Police supposedly do not use "random" stop and search powers, but the City of London Police seem to have powers to mount random roadblocks with armed officers.

It is claimed that this camera system can automatically read and lookup a car number plate via the link to the Police National Computer in under 4 seconds.

This technology could easily be used to indiscriminantly track the movement patterns a large section of the population.
