42 Expenses of Secretary of State
There shall be paid out of money provided by Parliament—
(a) any sums authorised or required to be paid by the Secretary of State for or in connection with the carrying out of his functions under this Act; and
(b) any increase attributable to this Act in the sums which are payable out of money so provided under any other Act.
EXPLANATORY NOTES
The only clause with no explanatory notes ! Is it really that clear and easily understood ?

Wow, this is a good one by Blunkett!
It's so brazen as to not even require a translation into RealSpeak, calmly stating that "any sums required" for the ID card, and the multitude functions surrounding it, shall be met, not to mention that fact that, if i read it correctly, if the ID card increases expenditure in other areas of government, that too will be met.
Sounds like carte blance to me.
What do you guys think?
